RN ENGLISH LANGUAGE PROFICIENCY TEST
The international registered nurse is required to pass an English language proficiency test

Some foreign educated RNs are exempted from the English test on condition, they are:
1.The country of nursing education was:
- United kingdom
- Australia
- New Zealand
- USA
- Ireland republic.
2.The Michigan English Language Assessment Battery (MELAB) with a minimum score of 75 (78 minus the SEM).
3.The International English Language Testing System (IELTS) with a minimum score of 6.5. The minimum scores required to demonstrate reasonable fluency in written English on the IELTS are 6.5 in listening, 6.5 in writing and 6.5 in reading and in speaking 7.
4.The Test of English for International Communication (TOEIC) is accepted for demonstrating reasonable fluency in written English. The minimum scores required are 720 overall, 350 in listening and 350 in reading.

5.The Canadian Language Benchmarks Assessment for Nurses (CELBAN) minimum required scores are nine in listening, eight in reading and seven in writing.
Spoken fluency in English can be demonstrated by successfully completing any one of the following:
1.The Test of Spoken English (TSE) with a minimum score of 50.
2.The MELAB speaking test with a minimum score of three.
3.The IELTS with a minimum score of seven. (The IELTS includes an integrated speaking test.)
4.CELBAN with a minimum score of eight. (CELBAN includes an integrated speaking test.)
Note: You require language proficiency to become registered or licensed in Canada. Bilingualism (French and English) is an asset. Candidates must have knowledge of French to practise in Québec. In New Brunswick, Manitoba and Ontario, candidates must be proficient in either French or English. Employment and nursing education programs for unilingual French speaking nurses are available in Québec and in certain areas in New Brunswick, Manitoba and Ontario. In these provinces the Canadian RN exam may be written in either French or English. In the other provinces and territories of Canada proficiency in English is the requirement.
